问题简述

查看任务调度相关代码逻辑，编写任务调度相关单测，可以参考 server 单测

期望产出

一个PR， 针对 petercat_utils/rag_helper/task.py 文件里的方法编写单测，统一放到 petercat_utils/tests 目录下

能力要求

熟悉 Python 开发和 FastAPI 框架

预计工作量（每个人日按8小时）
