Always show horizontal scroll bar

Consider how to get horizontal scroll bar to show up in FACTS Info table

or could return fewer rows in with react-table properties (looks nicer, but might be annoying for end users)

This proved more difficult than thought, so removing the MVP label for now

@tomzemp Maybe adding an additional scroll bar fixed to the bottom of the page, which scrolls just the table would work?
