Unable to associate .sqlite files with #4983

I can't associate any of the following with .sqlite files on Windows (for double-click on open), or in fact with any file type on my PC:
3.1.1, 3.2.1, 3.3.0, 3.3.3, 3.4.4 (versions I have on my PC)
I can associate 2.1.5 with it.
I'm using the portable version. When I go to "Open with" in windows, even though I navigate and point it straight at the executable, windows refuses to list it as an option.
I've also tried using the command line (
ftype
