Add filter or view which allows grouping logbooks by location

Critical: In order to replace elog we need the functionality sof the "view" filter that allows us to see the messages of all scilogs associated to the beamline (aka "location") with special tags. At the moment each single scilog needs to be manually added, would be great if additionally a location could be chosen in the filter settings (combined with tags).
