Queue has incorrect creation time displayed, and does not expire after the specified vote expiry time.

@pattyjogal I'd appreciate if you could look into this one, since debugging it is the fastest way to figure out what's going on. I suspect environment/container issues because the code itself seems to be correct based on my own local prototyping in the browser console.
