Low Priority Queue

We would like to add a feature that changes up the queue priority based on previous attendance issues, like dodging the queue right before a match or being several minutes late.

To do this, we would need a way of tracking games that members have attended. It was proposed we look back X number of games and if they had Y dodges within an hour of the time or Z times late to the queue then until those are out of the X games of history, they will be queued at a lower priority.
