When menus aren't defined, they all pull in from the primary menu #211

We need to create all four of the menus. They can be left blank, but if they're not created at all they just pull in the links from whichever menu is exists.

Underlying issue with wp-graphql, created an issue there and removed this out of this milestone:
wp-graphql/wp-graphql#2722
