vA to vB upgrade template

vB (latest <vB's latest minor version>)

Fill in below sections with respect to most recent major version releases (e.g. if comparing v0.2.* with v0.3.*, list changes between v0.2.7 and v0.3.4). To keep consistency with other upgrade guides,
