In networks which don't have sudo or for which we don't know the sudo key, we should still be able to deploy and use the testnet-manager.

When SUDO_SEED is unset:

  • Disable all POST endpoints
  • Don't use seed derivation to get validator addresses
  • Add a "read-only mode" mention on the index page
