Update MBL protocol to overcome unexpected packet stream delays

Update Micro Boot Loader so that it's protocol can easily overcome unexpected packet stream delays as are introduced in Chrome v79?+.

Currently, the band aid solution is to increase the EndOfPacket delay to 250x what it was prior. It is desired to return that back to a more reasonable value and insert a packet payload count instead.
