split CA data out of keyspec

The notion of a spec file grew out of necessity and it's becoming apparent. The first spec was the keyspec and initially it included only the data necessary to create a key. Eventually it grew to include metadata about the CA associated with the key. These should probably be separated out into separate spec files: keyspec and caspec.
