For "All Rules" page.

  • When there is no documented decision, show a message explaining what to do.
  • Add a tooltip ( add (i) besides "All Rules" header ) to describe the page.

Question: Do we want to display a message, when the page is empty?

I think it would be good if we add a message saying there is no rules to display.
