South East England has been mapped as a statistical boundary, so it doesn't make part of the address (and consequently of the search terms). Thus the town of Brighton can't come up in the results. This is just a usual problem of #2490 and needs fixing by UK mappers.
As for the result that does turn up. "South" "East" and "England" are all present in the result address, so it is technically a match. We could lower the cut-off of results shown according to matching penalty but I would like to tweak the algorithm first to take the commas into account before doing that.
