Investigate Tekton usage on Agile Authoring

Description of the issue

There has been quite recent interest for supporting Agile Authoring using Tekton CI/CD pipelines, so there is a need to investigate the possibility of Tekton usage for Agile Authoring and a possible adoption for people using it.

Steps to do

• Understand Tekton and get familiar with it
• Understand Agile Authoring repo and its concepts
• Do a POC with the catalog repo catalog repo
• Play around with Tekton abilities
• Draft a proposal PR where it is Tekton can be supported as a CI/CD pipeline setup option

@AleJo2995 I have some familiarity with Tekton and may be able to assist here. I am wondering if some prior work we have done with trestle-bot could be leveraged for a POC. It runs compliance-trestle automation in a container which is compatible with Tekton.

@AleJo2995 Wanted to circle back on this because I think I might have proposed a solution too quickly. Given the impact of the change, I think it would be helpful to get a roadmap for this collection of repositories together first.
