After I have upgraded my installation to v1.7.13, I always see this error message after I login using /scp/login.php

Fatal error: Call to undefined function __() in /scp/login.php on line 31

If I visit the home page first before entering the login page, it will magically work. I don't understand why. I am using php 5.3 on my server.
