Install latest version of ODH operator without Trino

Current version on OS-Climate clusters is old and there is no clear path for upgrade to newer version . Proposal is to deploy new version of ODH in parallel with existing one with only Tier 0 components (http://opendatahub.io/docs/tiered-components.html) and achieve functional parity with existing deployment before rolling out changes to all clusters. Related to #234

Install latest version of ODH operator (core) on CL1; need to understand/quantify impacts as eventually will need to change how notebooks run and images may also be impacted.

using SAI as a prototype for new ODH deployment on OS-Climate. Next step is to deploy on CL1 - plan to start this week. The new implementation uses new resources - should not interfere with current config. Will be completely independent and support core resources (notebooks will be using data science projects). ODH will manage model serving pipelines. Data Mesh components will be completely independent.
