Present standard list of institutes when registering

It was highlighted that in NorthStar, when users registered on the system the institute was obtained in a free-form text input i.e., you could put whatever text you wanted in that field. This then required programmatic effort to sort these free-form names into the actual, distinct institute they were trying to represent.

To avoid this problem, we should present a standard list of institute names, probably via a searchable, dropdown select input field, such that a user may choose the correct institute from that list. The actual data for this standard list should come from elsewhere e.g., a database maintained by IVOA potentially. In that way, if a user belongs to an institute that is not on the list, it is the responsibility of the IVOA (or whoever) to update their database.
