It would be nice to have a mechanism that allows Observatories to set a policy on page limit for scientific and technical justifications (under the assumption that a page is a single side of A4, though that could be configurable). At the moment we have a character limit on the length of text supplied by a user for the justifications. For a LaTeX format this could be coupled with a "style-sheet" that would dictate the number of characters (or words) per page, and a "standard" size for figures, tables, etc.. For other formats this might require more thought, for example, if we add the ability to use a Markdown format how would a page limit be enforced in this case?
