need the possibility of an "always open" cycle

In order for astronomers to be able to make TOO or DDT style "immediate" proposals there needs to be a special cycle that can be open the whole time

This might be modelled with the there being a null end date for the cycle - or perhaps there needs to be an attribute of the cycle that just signals this.
