Capturing TAC scores, decisions, and comments

The TACs tend to capture scores in a local spreadsheet. We could generate such a spreadsheet for them and provide it as part of the proposals download package. It would make sense to provide the means to upload it back into Polaris when they've finished, which would also remove the need for a scoring UI.
