Can't grapple if you are in range to bash something

This is a vanilla bug.

If you have bash and grapple on different buttons you can't use Grapple while you are in range to bash something (if you have them on the same input, you'll just Bash instead of using Grapple).

I'm not sure how input parity is involved here. Both keyboard and controller can bind grapple and bash on different buttons.
You can do it with the vanilla rebinding tool on keyboard and you can use the rando rebinding tool on controller.

I am more concerned fixing this may break the behavior for those who choose to keep the actions on the same button.
I think its worth looking into but I am always cautious with changes like this.
