There is discussion to add full timezone support to org-mode, but so far there is none.

Meanwhile, I'd like to have a pragmatic way to move between time zones and see 2 simple solutions - hoping I do not miss something:

Treat all timestamps in org files to be in the same unknown time zone and add/subtract a configurable offset whenever reading/writing such timestamp - for this solution, let's not worry about different dates for daylight saving changes.
Configure a org-file timezone and be intelligent about determining the offset for each timestamp between the org-file timezone and current system timezone
