We have this network power saving mode enabled by default in /etc/NetworkManager/conf.d/default-wifi-powersave-on.conf. It causes network to run slow in most (or all) wifi devices I work with wich is 3 different-branded laptops and a workstation. (eg. files are downloaded fast, but starting downloading process is very slow; it causes all websites that downloads many files under the hood to load very slow).
As a user-friendly distribution I think it should be disabled by default (wifi.powersave = 2 instead of current default wifi.powersave = 3). Many users that are not familiar with such deep configuration may experience issue like mine.
Users should also be able to configure it via GUI: Power Management or Network Settings panel (or ideally both).
