Currently Mint has a rather simple settings for wallpapers.
It would be a good idea to add a support for setting a .html file as the wallpaper. There is Komorebi where you can set video as your wallpaper, but it takes away the ability to place desktop icons.
I recently made and uploaded a onepage .html animation that would be good for that option. It should theoretically work in Wallpaper Engine, but I don't use Windows so I can't check it.
It would also be nice to have such option for the lockscreen to allow for better customization.
As for technicalities - It doesn't need to have every feature of a web browser. You don't necessarily need it to have working keyboard/mouse inputs, just display a webpage content without interaction.
