Scan and verify the safety of all uploaded models and training data

This is something very valuable that HuggingFace does that we'd like to do as well.

The plan for execution is essentially as follows:

• Civitai main notifies scanning server when a new upload is made
• Scan Server downloads the file and follows the Scan Procedure outlined by HuggingFace (essentially just scanning with ClamAV and then for pickled imports as needed)
• After completing the scan, Scan Server sends the validation results along with validation data like what pickled imports are made back to Civitai main for storing alongside the file data
• Civitai main stores the verified state and the verification message alongside the file for future reference.
• Civitai main displays an indicator of the verified status along with the summary of any pickled imports just like HuggingFace.
• If a new file is uploaded to replace an existing file, Civitai main resets the verified status until the new file is scanned according to this process.
