Is there a way to scan for viruses in the code

If I get C# code from somewhere, can I scan it to make certain it isn't doing anything it shouldn't? If it tries to get online, download or install something, alter another file, put something in Windows startup or the registry, anything like that, can I detect the code that would allow it to do that? Could the code get something hidden in a zip or rar file, and run it?
