A heat map covers areas completely. If the heat map ends up on top of a point layer, features in the point layer may be hidden (cf #102) but there may also be features in the background layer that should be visible through the heat map. By having a transparency / opacity selector on the heat map, the end user may decide how much to show of layers "behind" the heat map.
