Unable to install any app

Hello, I'm unable to install any of the sample apps on the OCI ADB APEX installation. I download the 21.1 version from the git branch. However, when installing it, I'm getting the below error

I'm not sure if it is something related to the proxy that is discussed in this thread.

I'm having this issue when trying to install many of the 21.1 version apps. Not sure if I have to config any network ACL within the ADB.

Appreciate if someone can help me in resolving this issue.
