EXTRAS-123 - IDL version should be required in Tools, Options

When IDL Interpreter field is empty and not pointed to the IDL install, you must provide the IDL install path and IDL version. Suggest the IDL version field display an asterisk or note indicating it is required. Suggest this because not knowing this was required I provided the IDL install path but this didn't solve the issue of Opticks not finding IDL until I provided the IDL install version.
