Add PostgreSQL wrapper role

• We need to extract some functionality of setting up PostgreSQL from the opensrp role into a wrapper role

• The functionality for installing PostgreSQL, creating database and users need to be moved

• The new wrapper role will be shared between opensrp and keycloak playbooks

• On the Keycloak playbook allow setting up and configuring of PostgreSQL database depending on inventory
