Moved from openspending/openspending#675

A gallery browser could replace the function of the dataset browser, and be implemented with some of the filtering functions as at Datawrapper: http://datawrapper.de/gallery/#

This could make browsing of OS data more appealing to users, if we assume that users prefer visualisations over names of datasets.
