User accounts

This is only a suggestion since this will require a database backend.

We need user accounts so we can better control who is uploading, for example if they're updating their own datasets or if we should stop the software from overwriting files.

This will also allow us in the future to charge users for hosting CSV files for them e.g. $1 per resource or something like that.
