/sysroot and /boot/efi have unlabeled_t selinux labels

This is a downstream issue corresponding to:

• /boot/efi is unlabeled_t since version 40.20240504.3.0 coreos/fedora-coreos-tracker#1771
• /sysroot dir and subfiles are unlabeled_t since version 40.20240504.3.0 coreos/fedora-coreos-tracker#1772

This affects 4.16+.
