What is the bug?

opensearch-project/OpenSearch#6295 was reopened and it was auto-labeled as untriaged. Then it gets reported as older than 2 weeks and still untriaged. The issue is older than 2 weeks, but it is only untriaged very recently.

How can one reproduce the bug?

Reopen an old issue and label it untriaged.
Run ./project ... untriaged.

What is the expected behavior?

Use untriaged label date, not issue created date.
