Implement the changes required to support parsing the v2 provision config instances

When we create new issues I think we should try to avoid using acronyms if they aren't clearly defined in the issue description. It's kind of a pain to write stuff out every time, but it makes things more accessible for people that are trying to follow along that may not have the full context.
