A clear and concise description of what the bug is -
Downloading a PDF report opens up a new duplicate tab instead of downloading a file

Steps to reproduce the behavior:

Create a Report Definition
Generated on-demand report and tried downloading it.
Instead of downloading file, the browser opens up another duplicate tab
Expected behavior
PDF / PNG report file should be downloaded

2.12

Dashboards Version
2.12

Add any other context about the problem here.
security_tenant=global this query param is added in the URL of the duplicate tab

Need to understand is this due to any security plugin.
