Is your feature request related to a problem? Please describe

Based on the work on grouping Top N queries by latency and resource usage and supporting multi-tenancy as a construct in OpenSource, we should add support to group Top N queries by user labels.

Describe the solution you'd like

This will use a similar approach as described in the grouping by latency and resource usage RFC, with the only difference being we group using user_id rather than the query hash code.

Additional context

This will be extremely useful to gain insights regarding Top resource intensive queries run per user and can help Admins effectively monitor an OpenSearch multi-tenant cluster.
