[BUG] Docker Image's I18N_LOCALE
environment variable does not seem to work

I18N_LOCALE
environment variable does not seem to work. ButI18N_LOCALE

Steps to reproduce the behavior:
docker-compose.yml
file. Thendocker compose up -d
