[Workspace]UI updates in workspace form

Is your feature request related to a problem? Please describe.

This is a feature request. According the latest UX design, we need to update below parts in workspace form:
1.Expand full screen width for workspace form in workspace create and update page
2.Add form error callout to show error suggestions
4.Make bottom bar not fixed in create mode
5.Rename "Admin" to "Owner" in workspace form permission setting section to avoid confused with dashboard admin
6.Add %current_user% to permission settings to indicate workspace will use current user as workspace owner
7. Make sure at least one workspace owner in user or user group permission settings.
