Create candidate_name.md

1. In build/_candidates create sandiego folder (test if already created, if not created then create)
2. Import downloads/csv/sd_candidates.csv file
3. For each row (should be a separate candidate name) fill out the following candidate information into a markdown front page (below is an example from 2016 election. This should be updated for San Diego. If the md info is not in the csv file leave it blank)
