'apt-get build-dep' command as per oh-bugimporters docs fails on empty sources.list #66

In the oh-bugimporters docs for installation
(http://oh-bugimporters.readthedocs.org/en/latest/intro.html#installation), step
4 specifies the following command for obtaining build dependencies:

sudo apt-get build-dep python-lxml

But this command may result in the following aptitude error, leading to a
failure to execute:

E: You must put some 'source' URIs in your sources.list

The docs do not specify a solution or fix if this occurs. This issue occurs
where the sources.list is (mostly) empty, which has occurred on two different
flavours of Linux in my case (Mint, Crunchbang).

The proposed fix is additional documentation on how to update the sources.list
if this error happens.

I'm going to unclaim this for now so I'm not sitting on it in case someone else
would like to take a stab at it.
