It seems like there are some steps carried out in the deployment process that set up the environment, but if the server is restarted those critical bits of environment setup are missing. This needs to be fixed. The app should have everything it needs if it's starting up after a reboot.

Mail issues after server restart
We did the CA server upgrade this morning and emails were broken afterwards. Nothing worked except deploying the last release again.
