This could also be used to vastly improve the search for policies on the division policy editing page. I searched 'asio' 'security' 'oversight' and had to go looking on the policies page to find 'For greater scrutiny of intelligence services' |

Going to close this in favour of #1069. I do think tagging for policies is far more important than divisions. With divisions we have other useful information like the bills they are attached to potentially and the policies they relate to. So, we can get some extra context for free there. |
Tags could be useful additional information about divisions and policies. They also serve as an initial, comparatively light weight contribution for citizens. Citizens could also elect tags they were interested in.
