Running this now generates 404 errors #1

It seems that if you go to https://www.righttoknow.org.au/list/all using Mechanize it throws a 404 error but loads regardless.

This script pulls the request links and appears to work successfully: https://morph.io/openaustralia/right_to_know_requests

You would just need to append the /download to the end of the request URL in order to download the PDF and I’m presuming the rest of the script would work fine.

Starting request ID would be 1, end would be 5200 (currently)

#2 doesn't fix this, but does make it possible to run in a modern ruby. Or at least, it makes it more runnable.
