When I try to run the universe starting agent I get the error go_vncdriver was installed without OpenGL support. So I looked on the github of the vncdriver and did everything it said there. But the error remains.
What do I do now?

Can you include logs on how you built and installed go-vncdriver? Something must be going wrong there.

See where it says

fatal error: X11/Xlib.h: No such file or directory
compilation terminated

That means you don't have the X11 libraries installed. This solution is explained here: https://github.com/openai/go-vncdriver#rendering
