Go to https://build.opensuse.org/package/live_build_log/utilities/schily/openSUSE_Factory/x86_64

If you happen to be logged in, the link for the "Download logfile" button at the end has a href value of
https://build.opensuse.org/build/utilities/openSUSE_Factory/x86_64/schily/_log
If you happen to be not logged in, the link is instead
https://build.opensuse.org/public/build/utilities/openSUSE_Factory/x86_64/schily/_log

Please make it such that the href is the same for both situations, because it kinda sucks if I am copy-pasting-giving a link to a third party and then they get a permission denied box depending on my login state.

Always use public path to logfile in webui

There is no benefit in using different routes to the log file,
for authenticated and non authenticated users in the webui,
since both deliver the exact same result.

Fixes openSUSE#9880
