Is it possible to write Polkadot-API (PAPI) tests in this repo now that chopsticks supports it?

I available to help with this task.

I'm working on governance E2E tests, and after trying things locally, PAPI seems simpler to work with.

#118 looks like relatively easy to use it. @rockbmb I will leave the actual writing test / migrate test to you.
I think papi is great for writing chain specific test (e.g. test people chain), but not sure if we want to use it to write generic test (e.g. xcm tests) because I am not sure how well it works with untyped case.
