Incorrectly giving the option of challenging players in ladder, when it's not possible to actually do it. #2859

Describe the bug
A clear and concise description of what the bug is.
Challenging other players in ladder have some constrains, usually related to position on the leaderboard. In those case, the name of the player is gray and there is no option of challenging. But the "you are not allowed to challenge someone again within 7 days of finishing your last game against them" doesn't follow this practice. The name is still blue and you still can click challenge, but when you do that, it's gives the message "Player cannot be challenged"

To Reproduce
Steps to reproduce the behavior:

  1. Finish a ladder challenge against someone (they have to be ahead, so it's easier to check if you lost the game).
  2. Go the ladder leaderboard
  3. If the player's name is still blue, click challenge and then confirm you want to challenge that player.
  4. The message "Player cannot be challenged" will appear and the challenge will not start.

Expected behavior
The player's name should be gray and a message saying the reason you can't challenge them (in this case "The last challenge was too recent" or something similar) should appear when you click their name with no option to challenge at all.

Additional context
It's not a bug, just a lack of consistency with the other constrains, so it would be reproducible in any OS.
