Update existing height-coordinated upgrade mechanism so that it can be used by Cadence runtime to enable feature-toggle. This in turn enables us to deploy changes hidden behind a feature-toggle as rolling upgrade and then switch the feature toggle through theHCU mechanism when sufficient amount of nodes have deployed the new node se version.
