From Charles' comment on a recent proposal (sorry if this is a duplicate, couldn't find one like it):

(in future it would be useful to be able to attach documents to proposals)

Potential considerations when including the ability to add documents:

Limit by file type? (PDF, Word document, ...)
File size?
...

Where do we store it? (Filesystem, S3, etc.)
